Asbestos testing and inspections

Before we quote removal, we want to know what is really in your ceilings, floors and walls. That means small samples taken by an MDH-certified inspector, then a lab report with a line for each material. The report lists each material sampled and where it was taken, so your other trades know what was tested.

Popcorn ceiling removal

That bumpy white ceiling deserves a sample before anyone scrapes it. MDH lists popcorn texture among home products that may hold asbestos, and in July 2021 Minnesota stopped exempting ceilings in one- to four-unit homes from its asbestos work rules. Positive texture comes down damp, inside sealed plastic.

Floor tile and sheet vinyl removal

In an old kitchen or entry floor, the tile, the sheet vinyl and the glue below can each carry asbestos. We get a lab answer for every layer and lift only what is positive, by hand and kept damp. MDH also accepts covering sound flooring with a new floor.

Duct and furnace insulation removal

Getting a new furnace or air conditioner? The wrap on the old unit and its ducts is worth a sample first, since MDH counts duct and furnace insulation among home asbestos materials. If it tests positive we wet it, cut it loose and bag it, and your installer gets bare metal.

Drywall and joint compound removal

Taping mud on drywall seams, which MDH calls joint compound, can contain asbestos, and so can plaster. Sanding or sawing a positive wall puts that dust in the air. We pull out the affected panels inside containment, and your remodeler carries on from clean framing.

Remodel and demolition abatement

Planning a teardown or a gut job? Minnesota wants every structure cleared of asbestos ahead of renovation or demolition, houses included. We follow the inspector’s report room by room, then hand you the disposal paperwork once the site is clear.

Asbestos testing and removal costs

More than 2 in every 10 Eagan homes were built before 1980, so asbestos still turns up in our community. Our price ranges cover hired labor, materials, containment, lab fees and disposal for typical jobs in Eagan, Inver Grove Heights and West St. Paul. Expect the low figure for a small job with easy access, and the top for bigger areas, occupied buildings, second stories or extra air tests.

Our process

01

Samples and a site visit

Every job starts with a lab answer. We arrange sampling by an MDH-certified inspector, and when results come in we tour the space with you and put a quote in writing.

02

State notice and containment

Only a licensed contractor can file the MDH notice, and regulated removal waits until MDH has had it for at least five calendar days. Then we hang plastic around the work area, run HEPA negative air to keep it under suction and send the crew in through a decontamination unit. In a split-level, we can seal off just the level we work on.

03

Removal, clearance and disposal

Our crew keeps each surface damp as it works, and every piece goes straight into a labeled, leak-tight container. Air samples have to come back clear before we strip the plastic. The sealed waste then rides to a landfill permitted for asbestos, with a manifest that follows it the whole way.

Eagan homes and asbestos

The 1980s were Eagan’s biggest building decade, producing about a third of the homes standing today, and the 1990s added more than a fifth. With a median build year of 1988, roughly a quarter of the city’s homes are from before 1980, and the 1970s supplied the bulk of those.

Newer doesn’t guarantee a house is free of asbestos, and older doesn’t mean it is full of it. Age only tells us where to start sampling, with textured ceilings, floor layers, joint compound and duct wrap at the top of the list.

Eagan’s housing mixes detached houses, attached one-unit homes (about 1 in 5 of all homes) and apartment buildings of five or more units (more than a quarter). Close to a third of occupied homes are rented. For rentals and apartment buildings, the testing and notice steps are the same whoever owns them.

Demolition permits in Eagan

The city issues demolition permits, though its permit pages say nothing on asbestos. That leaves the state sequence. An MDH-certified inspector looks at the whole structure, and every bit of asbestos is gone at least two days ahead of demolition, as MPCA requires.

Leaving some behind is not a shortcut. MPCA treats every piece of debris from the demolished part as asbestos waste if any asbestos remained in it.

Frequently asked questions

Do I have to hire a licensed contractor?

Yes for landlords, duplex owners and apartment owners, as soon as the work involves more than the state amounts. The single exception in state law covers an owner removing asbestos from the single-family house where they live, who needs neither a license nor the permit fee. MDH’s strong advice, even then, is to bring in a licensed contractor.

How much asbestos makes a job regulated?

Picture a basement pipe run. Eleven feet of friable wrap on it is regulated work, while ten feet is not. Any other friable surface becomes regulated at more than 6 square feet. For friable material whose length or area can’t be measured, the limit is more than 1 cubic foot. MDH adds that a job below those lines is not safe just because it is unregulated.

Could a newer Eagan home skip the inspection?

Only a home built after October 1988 qualifies, and then only with a no-asbestos letter from its architect or contractor, which MDH accepts.

What goes into the price?

Think of the price as four items. Crew labor, air monitoring and disposal make up three, and each depends on the size of the job, the amount of asbestos and the hours involved. The fourth piece is the state permit fee, $35 for a small home job and 3 percent of the cost of the asbestos work on larger jobs. Our written quote comes once we have seen the space and read the lab report.

Can work go on if asbestos turns up mid-remodel?

Pause that part of the job and leave the material untouched. Finding asbestos partway through doesn’t make it an emergency under MDH’s rules, so removal waits through the regular notice period.
